Is there any API or online tool I can use in junction with a database of these films? like, maybe a collection of urls I can incorporate/use to download these films?

I am planning an experimental software application that parses films from this archive... need a way to interact with these films, maybe download the films in-whole or in-part.

you can use advanced search to output the returned results in a variety of formats such as json, csv and xml. you can use that with either wget or the ia command line tool to download files assuming they are publicly available (most but not all are.)

if you need more details send a request to info@archive.org.

thank you, I am only going to target files in the prelinger archive, as their specific terms of use would permit me to download and do with as I please. I am of course only using it for experimentation, but I will be downloading many of their files.

I would be fascinated to hear about your results.
